AB  - The integrity assessment of high pressure steam pipeline
primarily requires stress state determination, including not
only effects of working pressure and temperature, but also
all acting loads. Toward this aim, the application of numerical methods for calculating the stress state is the best option.
Here, the integrity assessment of one of the collectors of the
RA line at Block 1 of ‘Nikola Tesla’ B Thermal Power Plant
is shown, which was the subject of reconstruction due to a
manufacturing defect in one of the welded joints. Integrity
and risk of the steam line is assessed using fracture
mechanics parameters, including microstructural analysis.
AB  - Procena integriteta parovoda pod visokim pritiskom zahteva prvenstveno utvrđivanje naponskog stanja materijala,
pri čemu treba uzeti u obzir ne samo uticaj radnog pritiska
i temperature, već i sva delujuća opterećenja. Primena neke
od numeričkih metoda proračuna za analizu naponskog
stanja je najbolji alat. Ovde je prikazana je procena integriteta jednog od kolektora RA linije na Bloku 1 Termoelektrane ’Nikola Tesla’ B koji je bio predmet rekonstrukcije
zbog greške na jednom od zavarenih spojeva. Integritet i
rizik parovoda je procenjen primenom parametra mehanike
loma, uz analizu mikrostrukture.

prslinom. Analitički izrazi za površinske prsline korišćeni
su za izračunavanje faktora intenziteta napona za različite
geometrije prsline i za procenu preostalog veka korišćenjem Parisovog zakona. Isti postupak je primenjen korišćenjem MKE, prethodno verifikovan eksperimentom. Pokazano je dobro slaganje analitičkih i numeričkih rezultata.

Crane stoppages risk assessment

AB  - According to available literature, safety at work and productivity of cranes are a necessary and insufficiently researched topic. Both research directions are closely related because they depend on the number and type of stoppages that occur during operation of these construction machines. The focus of research should be on identifying the stoppages that can have fatal consequences for employees on-site, or unintended consequences in terms of production loss, means of work, or environment. In the present research, an attempt is made to create a methodology for identification, analysis, assessment, classification, and calculation of stoppage risk in cranes (classified by categories and causes). Criteria used for analysis, assessment, and calculation of stoppage risk: degree of stoppage danger, frequency of stoppage classified according to stoppage categories/causes, and downtime according to the adopted classification. Experimental research on a sample of 1,091 stoppages recorded on several cranes over a longer time interval has confirmed the hypothesis of generating a 3-criterion matrix for stoppage risk assessment sensitive enough to prioritise key crane stoppage in terms of risk. Results of experimental research indicate mechanical downtime of 16.22 %, a frequency 45.35 % in downtime, and RPN number 80, at hazard level 10. Selectively, according to the cause of stoppage, the results indicate that the hoisting brake (6.48 % downtime at hazard level 10; 2.14 % stoppage frequency) and hoist gear/tooth breakage (5.29 % downtime at hazard level 10; 3.58 % stoppage frequency) are key mechanical causes of stoppages and crane risk generators. By mitigating the given risks, it is possible to improve safety and increase productivity.
AB  - Prema dostupnoj literaturi, bezbednost u radu i produktivnost dizalica je potrebna i nedovoljno proučena oblast. Oba pravca istraživanja su u bliskoj vezi jer zavise od broja i tipa zastoja koji se događaju u toku rada ovih mašinskih konstrukcija. Predmet istraživanja treba da bude u identifikaciji ovih zastoja, koji mogu imati fatalni ishod po zaposlene na terenu, ili nepredviđene posledice u smislu proizvodnih gubitaka, radnih sredstava, ili na okolinu. U radu je predstavljena izrada metodologije za identifikaciju, analizu, procenu, klasifikaciju i proračun rizika zastoja (sa klasifikacijom prema kategoriji i uzroku) kod dizalica. Kriterijumi upotrebljeni za analizu, procenu i proračun rizika zastoja su: stepen opasnosti zastoja, frekvencija zastoja sa klasifikacijom prema kategorijama/uzrocima zastoja, kao i vreme prekida, prema usvojenoj klasifikaciji. Eksperimentalno istraživanje na uzorku od 1091 zastoja, zabeleženih kod nekoliko dizalica tokom dužeg perioda potvrđuje hipotezu o generisanju 3-kriterijumske matrice za procenu rizika zastoja, dovoljno osetljivom, kako bi se dao prioritet ključnim zastojima kod dizalice s obzirom na rizik. Rezultati eksperimentalnog istraživanja pokazuju period mehaničkih prekida rada sa procentom 16.22 % i frekvencijom 45.35 % u vremenu prekida, sa brojem RPN od 80, pri nivou rizika 10. Selektivno, a prema uzroku zastoja, rezultati pokazuju da su: kočnice (6.48 % vreme prekida sa nivoom rizika 10; 2.14 % frekvencije zastoja), zatim otkazi prenosnika/zubaca (5.29 % vreme prekida, sa nivoom rizika 10; 3.58 % frekvencije zastoja), ključni mehanički uzročnici zastoja i generatori rizika dizalica. Ublažavanjem datih rizika, moguće je poboljšati bezbednost i povećati produktivnost.

Differences in attitudes of operators and managers on risk management of pressure equipment

AB  - Objectives. Previous research indicates that models for risk assessment of pressure equipment have not sufficiently or adequately integrated indicators of human factors and organizational factors. Methods. The goal of this article is to check the differences in attitudes of operators and managers engaged in the area of pressure equipment risk management. A questionnaire was designed and data were then collected from 253 operators and managers working with the same pressure equipment in Serbia. By applying a paired t test, differences in their attitudes were checked for issues described by the constructs of communication (COM), potentially hazardous materials and equipment (PHME), process safety (PS), safety and health at work (SHW), organizational change management (OCM), maintenance/inspection (MI) procedures, human error (HE), trainings and competences of employees for crisis situations (TCECS) and conducting research after accidents (CRAA). Results. It is statistically evident that the coincidence of attitudes accounted for less than 20% of questions. The highest coincidence is shown for PHME and TCECS, where one-half of the dimensions of the given constructs indicate that there are no statistically significant differences. Conclusions. The differences found could be used as an explanation for high-risk levels of pressure equipment exploitation and how they influence it.

Effects of Over-Loading on Pressure Vessel Integrity

AB  - The effect of proof over-pressure on pressure vessels structural integrity is analysed. Risk based approach is applied using Failure Analysis Diagramme to assess likelihood of failure. Special attention is paid to crack-like defects detected by NDT regular testing which are unacceptable by standards, but difficult to be repaired. It was show, using two examples, that such defects can remain if some strict conditions are fulfilled. AB  - Risk based analysis of reverse hydro power plant penstock structural integrity is performed using fracture mechanics parameters. To assess its structural integrity, extensive testing of the full-scale prototype had been performed, including hydrostatic over-pressurizing, during the design phase. More recently, the Failure Assessment Diagram has been used to evaluate probability, whereas phenomenological analysis has been used to estimate consequence, in the scope of common risk estimation. It is shown that over-pressuring has potential detrimental effect on pipeline safety, i.e. structural integrity.

AB  - The risk of brittle fracture of the penstock of the reversible pump turbine is recognized in an early stage of design. To reduce the cost of penstock construction one tunnel is accepted. The HSLA steel of 700 MPa yield stress, 47 mm thick, is selected for the most stressed penstock section. It was necessary to assure structural integrity of welded joints and the penstock structure by involving an appropriate maintenance and repair approach. Maintenance procedures are in continuous development, and the most promising probably is the risk-based approach, developed recently. Basic requirements of this approach are considered in the paper, and the possibility and convenience to apply them for the penstock is evaluated.
AB  - Rizik od krtog loma cevovoda reverzibilne turbine je ocenjen u ranoj fazi projektovanja. Da bi se smanjili troškovi izgradnje cevovoda prihvaćen je jedan tunel. Zbog toga je za najopterećeniji segment cevovoda izabran HSLA čelik, 700 MPa napona tečenja, debljine 47 mm. Bilo je potrebno i da se osigura integritet zavarenih spojeva i konstrukcije cevovoda uvođenjem odgovarajućeg pristupa za održavanje i opravke. Postupci održavanja se neprekidno razvijaju, a možda su najperspektivniji postupci zasnovani na riziku, razvijeni poslednjih godina. U radu su razmotreni osnovni zahtevi novih pristupa, i ocenjena je mogućnost i pogodnost njihove primene na cevovod.

Productivity after ownership transformation-serbian case

AB  - Differences in total factor productivity of privatised and newly-founded private companies in Serbia are empirically estimated in this paper. On the panel data from a sample of 900 firms in three regions - Vojvodina, Central Serbia and Belgrade, it is found that majority foreign owned companies, as well as export-oriented and newly-founded businesses which did not undergo the process of ownership transformation recorded higher productivity than the average productivity in these regions. Regional inequality in companies' performance elasticity to foreign capital, exports and market concentration is also empirically proved.
